About Middle Point Landfill

Middle Point Landfill is an 809-acre solid waste facility located off East Jefferson Pike in Rutherford County, Tennessee. Opened in 1987, it is the state’s largest landfill and receives waste from more than 30 Tennessee counties. The landfill is owned and operated by Republic Services, through its subsidiary BFI Waste Systems of Tennessee, under oversight from the Tennessee Department of Environment and Conservation (TDEC).


History and Ownership

Plans for Middle Point began in 1986, when developers Eddie McCrary and Charles Rowlett purchased 410 acres from Red Rose Dairies. The Rutherford County Commission rezoned the land for landfill use in 1987, and the site was sold to Browning-Ferris Industries (BFI) the following year for $10 million.
In 1995, the County Commission closed its facility and entered a 20-year contract with BFI that provided free disposal for local governments and shared revenue from regional tipping fees valued at $36 million.


Expansion and Oversight

BFI purchased additional property in 2000, expanding the site to more than 1,100 acres. The company obtained a TDEC expansion permit in 2004, but public opposition intensified after reports in 2007 revealed that low-level radioactive waste had been accepted at the site. In 2018, the Rutherford County Commission voted unanimously to block testing for further expansion. A 99-acre northern expansion proposed in 2021 was denied by the Central Tennessee Solid Waste Planning Board and later upheld by the Davidson County Chancery Court in 2023.


Recent Developments

Republic Services recently withdrew its northern expansion appeal and proposed a new 288-acre, 50-year southern expansion onto the closed county landfill. The City of Murfreesboro voted to annex the landfill, bringing it within city limits for closer oversight of environmental and infrastructure impacts. The city is also pursuing ongoing litigation against Republic Services under the Clean Air Act and Clean Water Act after rejecting a proposed settlement in July 2025.
